We are trying to make a database connect from an ip instead of localhost for a load balance project. We cannot shut mysql down as root to configure mysql.

Anyone have any idea how we would work around this? Reset permissions to root? Any help would be great.

What error are you getting when you issue the command:

    /etc/init.d/mysqld stop

?? Is this on a VPS, dedicated or what?

No this is a dedicated machine.

    /etc/init.d/mysqld stop

    [root@root root]# /etc/init.d/mysqld stop
    Stopping MySQL: [FAILED]
